The State Duma has proposed making three significant exceptions to the bill banning childfree propaganda.
Exceptions apply in cases where the refusal to have children is related to medical problems, religious beliefs or financial difficulties.
Deputies from the New People faction, Ksenia Goryacheva and Vladimir Plyakin, have developed amendments to the childfree bill, writes RBC .
They believe that in the case of medical, religious or economic reasons, a person's decision not to have children should not be considered propaganda.
Some women may face health risks during pregnancy. Also, religious beliefs may prevent them from starting a family and having children.
In addition, financial problems can also make people give up on having children.
The authors of the amendments believe that without these exceptions, the bill will complicate the discussion of reasons for abandoning children.
New People also proposed an amendment allowing election candidates to use images of their children when campaigning.
