Deputies of the lower house of parliament adopted a bill on tightening the rules for purchasing SIM cards in the second and third readings.
The final consideration of this initiative took place on Tuesday, July 30.
Parliamentarians supported the limitation on the number of SIM cards that one individual can purchase, RIA Novosti reports.
A separate division is introduced between citizens of the Russian Federation and foreigners.
Russians can get no more than 20 cards. Foreigners are now allowed to buy no more than 10 SIM cards.
In addition, non-citizens of the Russian Federation will be able to enter into an agreement for the provision of communications services only if their data is in the Unified Biometric System.
Foreigners will also be required to include IMEI in the contract. This is an individual number that all devices that support SIM cards have.
In addition, foreigners will be required to provide information about their employment relationship if they purchase a card for official purposes.
