In their address, the senators called on Garland to appoint a special prosecutor to investigate the matter.
They claim Thomas's list of likely undisclosed gifts and income included a yacht trip to Russia in 2003.
Clarence Thomas could also visit the palace in St. Petersburg by private helicopter.
Thomas has faced months of calls for his resignation and attempts to impeach him.
