According to the Kremlin's official representative, the president will traditionally address the heads of state with New Year's greetings.
However, as Peskov emphasized, Putin will not congratulate the heads of unfriendly countries.
In some unfriendly countries he will congratulate the people, the nations, the TASS agency quotes the press secretary as saying.
Peskov emphasized that a traditional congratulation is planned, which will also include an address to the peoples of Georgia and Ukraine.

Let us recall that Vladimir Putin traditionally addresses congratulations to the leaders of friendly countries. However, starting in 2022, he does not congratulate US leader Joe Biden or the heads of European states.
Over the past two years, only Viktor Orban and Aleksandar Vucic, the Prime Minister of Hungary and the President of Serbia, have received congratulations from the head of the Kremlin.
