The NATO Secretary General pointed out that the Russian president had previously repeatedly outlined red lines, but did not escalate if they were violated.
The outgoing head of the alliance supported the position of Great Britain and France, which approved the unlimited use of Western weapons.
He stressed that NATO is still on the sidelines of the conflict in this situation.
Next month, Dutch politician Mark Rutte will take over as the alliance's Secretary General.
