Seoul's statement was commented on by Vladimir Putin's press secretary Dmitry Peskov.
The Kremlin believes it is necessary to build relations with both the DPRK and South Korea, TASS reports.
Moscow does not support the approach that implies choosing “one of the two Koreas,” Peskov said.
“We are in favor of building good relations with all states in the region,” the Kremlin representative outlined Russia’s position.
Putin's press secretary pointed out that South Korea is currently pursuing a hostile policy towards the Russian Federation.
Seoul supported anti-Russian sanctions, unlike North Korea.
Peskov emphasized that in this situation, Moscow, no matter how much it wanted to, could not build friendly relations with Seoul.
Earlier, South Korean President Yun Seok-yeol called on Russia to decide with which of the Koreas to develop relations.
