Investigators at the end of August 2024 claimed that Popov used funds from the Patriot military-patriotic park for personal purposes.

The official used this money to pay for construction work and also used it to purchase material assets for himself.

The director of the park, Vyacheslav Akhmedov, and the deputy head of the Main Directorate for Innovative Development of the Ministry of Defense, Vladimir Shesterov, are also involved in this case.

They abused the trust and stole 30 million rubles from the budget. These funds were allocated for the functioning of the Patriot Park.
