It is noted that the department learned about the incident thanks to footage taken by concerned citizens that was distributed on social networks.
They showed a car driving with two dogs tied to it.
Law enforcement officers examined the recording and identified the person involved in the crime.
He turned out to be a 50-year-old local resident, detained by police officers from the Mytishchi Department of the Ministry of Internal Affairs of Russia in the Moscow Region.
