The tightening of legislation follows recent incidents in which people have been arrested for contaminating food with urine.
Several people have been arrested for spitting in food at a fast food restaurant and contaminating juice with urine.
Chief Minister Yogi Adityanath has called for such practices to be stopped, calling them a breach of public trust.
