Central Bank to introduce new measures to combat overheating in lending

The rate of lending in Russia in 2024 is high, which puts a certain burden on the economy.

The Central Bank decided to take a number of measures to combat “overheating” in the credit market.

Thus, from November 1, the regulation of the issuance of non-targeted consumer loans secured by a vehicle will be tightened.

In addition, from July 1, 2025, a countercyclical supplement to capital adequacy standards will come into effect for commercial banks, the Central Bank’s website reports.

It was introduced back in 2016, but was always zero. Now it is proposed to raise this value to 0.25% of the assets of the credit institution.

The regulator has tightened restrictions on loans to borrowers with a high debt burden.

Statistics show that 53% of loans issued go to consumers who spend more than 50% of their income on debt repayment.
