One innovation will affect foreign agent artists who earn money through Russian streaming platforms.
Their songs will remain freely available if they do not violate the law. But the services will stop paying them royalties for listening.
The second innovation will affect citizens who have left the country and who speak negatively about Russia.
Khinshtein noted that there are cases when a Russian citizen lives abroad, curses his homeland, but at the same time continues to earn money on movable and immovable property in Russia.
The State Duma is going to deprive them of this opportunity. In addition, measures are being developed that will not allow them to receive income from the sale of such property.
As an example, the parliamentarian cited a situation where a relocator “slings mud at his homeland,” but at the same time earns money by renting out an apartment in Russia.
