Shestopalov spoke about this in an interview with FederalPress during the Eastern Economic Forum.
According to the minister, Russians should have more children.

The minister believes that high employment rates should not be used as an excuse for low birth rates.
Shestopalov believes that women can take their children to work if they have no one to leave them with at home.
A previous study found that the plans of 60.2% of Russians who planned to have children before 2022 have not changed.
However, 21% of survey participants reported a decision to postpone plans to have a child.
