In hot weather, you can do without air conditioning if you put damp clothes in the freezer before putting them on.
In this case, things remain cold for about half an hour. This time is enough for a change of clothes to cool down.
The engineer learned this trick in Israel, where it is hotter than in Russia.
Another recommendation concerns windows facing the sunny side. Closer to midday and until the heat subsides, they should be covered with thick curtains.
Windows on the east side should be curtained in the evening so that the morning sun does not heat the room.
Reflective film and a fan will also help you survive the heat.
