Among the countries that spoke out against the Russian initiative were the United States, Japan, France, Germany, Canada, and others.
India, Egypt, Armenia, the UAE, Brazil and other states voted in favour. Turkey, Switzerland, Panama, Myanmar and Kiribati were among those that abstained.
