In the document, the EU demands that the Hungarian government change its policy towards citizens from Russia and Belarus.
Otherwise, Hungary's very participation in the Schengen Union may be called into question, and additional measures may be taken to tighten measures on the border with this state.

This follows from a publication in the Hungarian government's gazette, where the list of people who can apply for a two-year work visa includes citizens of Russia and Belarus.
