Now the EU Council has decided to establish a new regime of restrictive measures against Moscow.
This new framework will allow the EU to restrict the actions of individuals and organizations that support the Russian government.
The document emphasizes that sanctions are imposed for undermining the fundamental values, security, independence and integrity of the EU, international organizations and third countries.
So far, the EU Council has decided on the criteria for including individuals and organizations on the sanctions list.
Later, member states and the European Commission will propose their lists of those who may be subject to sanctions.
