In Russia, the initiative to pay a 13th pension to all pensioners receiving an old-age insurance pension is being actively discussed.

Sergei Mironov, head of the A Just Russia – For Truth faction, sent a letter with a proposal for consideration to Russian Prime Minister Mikhail Mishustin.

He proposed paying the 13th pension in December 2024. This will help support pensioners ahead of the New Year holidays, Izvestia writes.

The letter mentions the law on the budget of the Pension and Social Insurance Fund for 2024 and for 2025-2026.

According to this law, revenues from mandatory pension insurance should amount to 10.537 trillion rubles. This implies growth of 11.4 percent.

The analytical portal of the Federal Tax Service of the Russian Federation reported an increase in insurance premium revenues from January to July 2024 by 32.4 percent.

According to Rosstat data, the rate of lost earnings in January 2023 was 30.5 percent, and in July it dropped to 23.5 percent.

Accordingly, the average pension is four times less than the average salary.

Mironov noted that the payment of the 13th pension will help significantly improve the financial situation of pensioners.
