Russia wants to increase one fine for motorists sixfold

The State Duma has proposed increasing the fine for driving a car without an MTPL policy.

The new fine of up to 5 thousand rubles will almost equal the average cost of the policy itself.

According to the Russian Union of Auto Insurers, about 10% of drivers in Russia do not take out compulsory motor vehicle liability insurance, as emphasized in the Kommersant article.

The State Duma initiative was supported by the government, the Ministry of Internal Affairs and insurance companies.

The main difficulty is checking the presence of the policy. In order for the cameras on the roads to be able to record its absence, the system will need to be modernized. However, this will not be possible before the fall of 2026.

The Ministry of Internal Affairs proposed checking only those drivers who have already received fines for traffic violations. However, insurers insist on checking all cars.

A government decree will be required to launch the initiative.

By tightening fines in Russia, they want to reduce the number of uninsured cars. However, experts note that without cameras, the new measure may be ineffective.
