Russia approves long-term scale of indexation of recycling fee for cars

The Ministry of Industry and Trade has approved a long-term scale for indexing the recycling fee for cars.

The program is designed until 2030. It will come into effect on October 1, 2024.

Starting next month, the recycling fee rate will be increased by an average of 70–85%, TASS reports.

In the future, it will be indexed. This will happen annually from January 1 by 10-20%.

The previous rate will be retained for cars imported to the Russian Federation before October 1. But on condition that the documents are submitted before November 1.

The innovations do not apply to preferential coefficients for individuals who independently import into the country a car with an engine capacity of up to 3 liters for personal use.

The Ministry of Industry and Trade emphasized that the decision to introduce the scale was primarily made to stimulate demand for cars produced within the country.

That is, the indexation affects those types of equipment that are imported into the country under the condition that similar options are already produced in sufficient quantities in Russia.
