Take a medium sized frying pan, heat the oil in it and fry the onion over low heat until it becomes soft.
Bring water to a boil in a large saucepan and add a little salt.
Using a large sharp knife, trim off all the outer leaves and tops of the cabbage. Place it in boiling water.
In about a couple of minutes, the top leaf will be ready for use - it needs to be separated from the stem using tweezers. After a minute, you can remove the next leaf, and so on, until there are 8-10 leaves left.
Dry the leaves with a paper towel. Cut off the toughest and hairiest part of the leaf.
Mix beef, rice, onion and raisins in one bowl. Add a little salt. Using a tablespoon, spoon a small portion of the filling into the middle of the sheet. Roll it into a neat envelope and place it on a baking dish with the seam facing down.
In a separate bowl, combine tomato juice, broth and paprika. Pour the sauce over the cabbage rolls, cover the baking sheet with foil and bake in the oven for an hour.
It is best to serve cabbage rolls with sour cream.
